About Senegalo Gambian Permanent Secretariat

The Permanent Secretariat is an interstate institution for functional cooperation, harmonization of policies and multilevel integration between the Republic of The Gambia and the Republic of Senegal.

The Permanent Secretariat is governed by the provisions of the Agreement signed in Dakar on February 24th, 2006 and the Protocol relating to its organisation and functioning, signed in Dakar on April 30th, 2010.

It translates a solid commitment by both countries to perpetuate and strengthen the close historic, cultural, linguistic, economic and social ties, based on their rich common fund of shared values that unites the populations, but also to reinforce the fruitful cooperation existing between the two countries that appear to be more than neighbours.

The Permanent Secretariat is meant to be an organisation of excellence, building a model of successful integration, by means of a functional cooperation, in consonance with Africa’s vision 2063 and West Africa’s sub-regional integration scheme (AU, ECOWAS).

Respect for national sovereignty and good neighbourliness; commitment to impartiality, neutrality and mutual benefit (transparency and good governance (cf. status). It enjoys full diplomatic privileges and immunities within the territories of the two countries, Gambia and Senegal.

MISSION

        

To the Senegalo-Gambian Permanent Secretariat is assigned the task of contributing to the sustainable development of the two countries. To that end, the Permanent Secretariat:

  • Acts as the organ of liaison, of consultation, of harmonisation and dialogue that enables the Governments of the Republic of The Gambia and the Republic of Senegal to be mutually informed of the common policies that they implement, with a view to harmonizing these policies for maximum positive impact on both countries;
  • Ensures implementation of the decisions taken by the Joint Consultative Commission on Senegalo-Gambian Cooperation, a body co-chaired by the Vice-President of The Gambia and the Prime Minister of Senegal; this Consultative Commission receives directives and guidance from the Presidential Council, the highest body;
  • Proposes to the two Governments any economic, social and cultural projects/programmes likely to reinforce the sustainable development of the two countries, and accelerate the process of sub-regional integration as recommended by the AU, ECOWAS and NEPAD
  • The Permanent Secretariat develops its global strategy of intervention on the following   three pillars:

    • Security, Stability and Democracy;
    • Peace;
    • Sustainable
